LARPD Master Plan Update

NOTICE OF INTENT TO ADOPT

MITIGATED NEGATIVE DECLARATION

 

 

Project Name:  Livermore Area Recreation and Park District (District) Parks, Recreation, and Trails Draft Master Plan (Draft Master Plan)

 

Project Location:  The Draft Master Plan area is a 245-square-mile area in the Livermore Valley, including the City of Livermore and unincorporated areas of eastern Alameda County. It is bound by Contra Costa County to the north, San Joaquin County to the east, Santa Clara County to the south and the cities of Pleasanton and Dublin to the west.

 

Project Description:  The proposed project is a comprehensive update of the District’s Parks, Recreation, and Trails Master Plan, intended to serve as a guide to the development, enhancement and management of parks, trails, recreation facilities, open space, and programs within the District’s jurisdiction. The Draft Master Plan is currently in draft form.

 

The Draft Master Plan evaluates park, bicycle and trail facilities and recreational programs and provides a broad range of goals, policies, and recommended actions for the District. Key recommendations identified in the Draft Master Plan include:  developing facilities to meet existing demand and future needs (e.g., additional multi-sports fields, youth softball and baseball fields, and trails), increasing trail connectivity, renovating existing fields or developing new fields using synthetic turf, encouraging recreational facilities within new residential developments, and providing parklands consistent with District standards.

 

Significant Effects on the Environment:  The Livermore Area Recreation and Park District, as lead agency, has prepared a Draft Mitigated Negative Declaration for the above-mentioned project. The Initial Study/Mitigated Negative Declaration finds that the proposed project would result in “potentially significant” or “potentially significant unless mitigated” environmental impacts related to aesthetics, air quality, biological resources, cultural resources, geology/soils, hydrology and water quality, and utilities and service systems. Although the proposed project could have a significant effect on the environment, implementation of feasible mitigation measures would either avoid or reduce to a level of insignificance identified environmental impacts.

 

Addresses Where Document is Available for Public Review:  Copies of the Draft Mitigated Negative Declaration and Master Plan are available for review during normal business hours at the Robert Livermore Community Center, 4444 East Avenue; on the LARPD website, www.larpd.org; and at the Livermore Public Library Main Branch, 1188 S. Livermore Ave.

 

Public Review Period:  The public review period for the Draft Mitigated Negative Declaration and Master Plan is February 9, 2016 through March 9, 2016. A public hearing to consider adoption of the Mitigated Negative Declaration and Master Plan is scheduled for the LARPD Board of Directors meeting on Wednesday, March 30, 2016, beginning at 7:00 PM at the Robert Livermore Community Center, 4444 East Avenue in Livermore.
