Capital Improvement Plan Details

The Capital Improvement Plan (CIP) division is part of the parks, facilities, open space, and CIP department. This division leads the development and implantation of the District’s Capital Improvement Projects. Every year, the Livermore Area Recreation and Park District adopts a three year Capital Improvement Budget, known as the CIP budget. Separate from the general Livermore Area Recreation and Park District’s budget. The CIP budget funds public infrastructure projects, including facility construction and renovation, park and trail development, and open space projects.

The CIP budgeted projects are categorized by priority of which are approved and adopted by the Livermore Area Recreation and Park District’s Board of Directors. Three lists are identified and adopted as Priority A, Priority B, and Priority C. All Priority A projects are scheduled and budgeted for the current fiscal budget year and will be completed within their scheduled time frames. Once a Priority A project has been completed, the Board of Directors will review projects on the Priority B list to move them into the Priority A list. This same process is done when reviewing and scheduling projects from the Priority C list. To create a Construction Service Profile, please email the CIP division at cip@larpd.org.

Project #446 Design: Sycamore Grove Extension – Arroyo Del Valle Bridge

Sycamore Grove Extension – Arroyo Del Valle Bridge

Tri-Valley Conservancy is leading fundraising efforts and is responsible for project management. The design and specifications phase has been completed. The District has contributed $150,000 to the project. CEQA Public Review Period was held April 20, 2018 to May 21, 2018. If fundraising goals are met, groundbreaking will begin design in Fall 2018.

Project: Ravenswood Upgrades

Four (4) of the five (5) roofs have been replaced, and a new alarm system has been installed. Received a proposal for the bid package from O'Dell Engineering. The District will release project bid Fall 2018. 

Project #432 Project: Camp Shelly ADA Restroom Replacement

Project: Camp Shelly ADA Restroom Replacement

Installation of new ADA Restroom/Shower Facility at Camp Shelly by Romtec. The original estimate was $350,000. In May 2018, the Board of Directors approved additional amenities requested by Open Space staff which added $165,000 to the original estimate. The District has approved the quote package and specifications for the proposed restroom at Camp Shelly. The Forest Service has reviewed and approved the project. Romtec is planning to begin construction of the new restroom in October 2018. 

Project #905 Design: Bill Payne Master Plan

Design: Bill Payne Master Plan

Consultant, RRM Design Group, was hired to do complete a master plan for Bill Payne Park. Possible new features could include synthetic turf field, field lighting, restroom, concession and maintenance buildings, lighted parking lot, picnic areas, and a playground. The bicycle track could be removed and relocated. Stakeholder and public meetings were held January through April 2018, and a completed master plan will be presented to the Board on December 12th.

Project #726 Project: RLCC Security and Alarm System

Project: RLCC Security and Alarm System

Upgrade the Robert Livermore Community Center security and alarm system to include exterior and interior building access. O'Dell Engineering was selected to provide a design and recommendation for this project. District staff has accepted the proposal from O'Dell Engineering to complete the bid package, and has received the engineers estimate on the project. 

Project #729 Asset Management High Priority Projects

A-Rodeo Stadium Infrastructure Improvements

Scope of work includes Civil engineering analysis and structural engineering investigation, as well as the concrete repair work that was recommended by the engineers. The project is set to be completed by summer 2019.

B-May Nissen Pool Renovation

Currently, May Nissen Swim Center has one pump filtration system for two pools. Per Alameda County health and safety code, each pool needs to have it's own pump and filtration system. Scope of work includes installation of two chemical controllers, two pumps, and two filtration systems. We are expected to complete this work by late 2019.

C-Tex Spuriell Park Renovation

Scope of work includes design for renovation of pathway, par course, basketball court surface, and irrigation issues. Next step is to review and approve the design proposal and cost estimate. 

Update: Optional preliminary plans have been submitted depicting a range of turf areas, including construction cost opinions which include proposed site furnishings, fitness equipment and irrigation components. 

D-Energy Efficiency Measures

This project involves upgrading inefficient and aging infrastructure with new energy efficient equipment. This project would result in reduced ongoing operational costs, particularly from a new chiller, boilers, and HVAC equipment. The Board of Directors passed Resolution 2644, approving the Energy Efficiency Measures Project at the Robert Livermore Community Center. 

Project #455 Bid: Shade Structures at Various Parks

Project: Shade Structures at Various Parks

Install shade structures at needed District parks. The first shade structure installation is planned for Bothwell Park, and will continue at Robertson Park, Maitland Henry Park, Cayetano Park, Mocho Park, and Sunken Gardens Park. 

Project #442 Design/Bid: RLCC Aquatics Center Renovations

Project: RLCC Aquatics Center Renovations

Scope of work includes replacement of the current pool deck, re-plastering and tiling of the pool, and ADA compliance measures. The plans were approved on May 15, 2018 by Alameda County Department of Health and Safety. The pool will be closed late October 2018 with an anticipated opening date of April 2019. During the closure, aquatic programming will be held at the May Nissen Swim Center. The Board of Directors passed Resolution 2645, accepting the bid and awarding the contract to Western Water Features, Inc. 

Project #719 Design: Sunset Park Playground

Project: Sunset Park Playground

In May 2018, the Board of Directors directed staff to discontinue further progress on the "Play Trail" design concept due to the increased costs that substantially exceeded the budget. The General Manager was authorized to develop a new design with community input; 44 surveys were received. A new design will be created based on the feedback that was received. The anticipated GameTime grand funding of $60K will not be utilized with the new design; therefore, the $60K has been shifted back to AB1600 funding.

Project #720 Bid: Robertson Park Synthetic Turf
Project: Robertson Park Synthetic Turf

Install synthetic turf between full-sized fields, fence off the the area where the electrical boxes are located, and place decomposed granite inside the fence area between the two existing play fields. Hybrid Bermuda grass sod was installed to the outer spectator areas of fields one and two. District staff are working with the vendor on scheduling the synthetic turf installation for the center areas. This project is expected to be completed in November 2018, per the current sports schedule. 

Project #538 Design: Bill Clark Park Playground Renovation

Project: Bill Clark Park Playground Renovation

Design and implement ADA compliance measures and other improvements using funds received by the District and Signature Homes. 

Project #516 Design: Barn Renovation

Project: Barn Renovation

The scope of work includes design and work to improve accessibility, add ADA compliant restrooms and parking, update the facility for fire safety, and perform other necessary renovations. The Livermore Area Recreation and Park District obtained ownership of the Barn from the City of Livermore effective September 1, 2018. The District is working on developing a three year plan that would include preserving the historic nature of the facility, improve accessibility, and other design elements for facility event rentals. 

Project #806 Project: Altamont Creek Playground

Project: Altamont Creek Playground

This project is to replace the playground at Altamont Creek Park and is joint-funded with the Livermore Valley Joint Unified School District. The Livermore Valley Joint Unified School District has begun removing and replacing the play equipment. 

Project #723 Design: Patterson Ranch Trail

Project: Patterson Ranch Trail

Install a looped trail with each end of the trail going through District property and passing through Patterson Ranch property that is now owned by Zone 7. WRA began the environment review with an onsite research visit that was held in August 2018. WRA has continued with the environment review with a completed date of Summer 2019. Funding is for permits and CEQA. V-O-Cal may build the single track trail. The original budget was increased to accommodate the installation of gates.

Project #603 Project: Sycamore Grove Del Valle Trail Renovation

Project: Sycamore Grove Del Valle Trail Renovation

The Sycamore Grove Park Arroyo Del Valle Regional Trail Renovation is a 2.5 mile trail renovation that began in the summer of 2018. The renovations have been completed in partnership with the East Bay Regional Park District. The East Bay Regional Park District provided $500,000 in funding, $700,000 was provided from reserves approved by Livermore Area Recreation and Park District Board of Directors with an additional $75,000 authorized for project management expenses.Grade Tech was awarded the bid.Renovations included re-paving of the 2.5 mile trail with information markers painted along the path, rock walls and french drains built along the trail and hydro-seeding over construction areas.
