Under general supervision, performs a variety of technical duties in support of the District’s information system; provides technical desktop support to users; troubleshoots hardware and software problems associated with the District’s computer and telecommunications systems and related equipment; installs hardware equipment and software applications; performs network back-ups; assesses user training needs and trains users in effective use of equipment and applications; makes recommendations regarding hardware and software acquisitions; and performs related work as required.
Supervision Received And Exercised
Receives general supervision from higher-level supervisory staff and direction from higher-level staff. Leads and directs lower-level staff and volunteers.
This journey-level classification performs a variety of technical support duties related to the District’s computer and telecommunications systems, and related equipment. Performance requires ability to work independently with initiative and discretion within established guidelines. Work is reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements. This classification is distinguished from the Finance Manager in that the latter is responsible for strategic planning and management of all finance and information technology programs.
Essential Duties And Responsibilities

- Serves as the District’s information technology subject matter expert.
- Installs, configures, troubleshoots, and maintains computer and telephone hardware, software, and data/voice communication equipment; moves and sets up workstations, including supplying computer terminal, data connection, and telephone; installs desktop equipment, software, and network operating systems; installs emulation software and wiring connections to the District’s network; works with various vendors to support these systems.
- Collaborates with and coordinates the selection and work of information technology consultants and contractors, applications and equipment.
- Services existing electronic equipment requiring repair or complex preventive maintenance; performs scheduled upgrades to existing personal computer systems.
- Evaluates and diagnoses hardware and software problems associated with the District’s computers and related equipment; performs diagnostic testing; repairs equipment; establishes a maintenance schedule.
- Manages and tracks inventory of a variety of computer systems, telecommunications equipment, and software applications, according to established policies and procedures.
- Ensures District is in compliance with software license agreements.
- Installs and supports new hardware and new and/or upgraded versions of software applications.
- Performs routine tasks of local area network (LAN) and wide area network (WAN) administration; assists users in LAN and WAN procedures and programs, and in efficiently accessing network resources.
- Performs systems backup for servers; maintains tape library and backup logs; develops and maintains system documentation.
- Assists users with operational questions or problems and in the use of computer software applications related to specific departmental activities; provides new user training and ongoing support to keep all end users apprised of changes and upgrades to department computer systems.
- Serves as a technical resource for maintaining, enhancing, and upgrading the District’s current and long-term computer system operations.
- Assists with maintenance of the District’s website and makes updates to web pages as needed.
- Works with software providers to accomplish specific maintenance and modifications.
- Enforces information technology operational policies and procedures.
- Monitors inventory, orders supplies, and maintains purchase records within authorized budget.
- Stays abreast of current trends and developments in the field of computer software programs and networking systems on a variety of hardware operating systems.
- Assists with District special events as needed.
- Performs other duties as assigned.
Education and Experience:
- Associate’s degree or equivalent in information technology, computer science, or a related field is required, Bachelor’s degree is desired;
- Two years of relevant experience.
- Any combination of training, education, and experience that would provide the required knowledge, skills, and abilities.

Licenses and Certifications:
- At time of appointment, California Driver’s License with a satisfactory driving record maintained throughout employment.

Must possess: mobility to work in a standard office setting and use standard office equipment, including a computer and to visit various District and meeting sites; vision to read printed materials and a computer screen and to distinguish colors in wiring; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity needed to access, enter, and retrieve data using a computer keyboard, calculator, and to operate standard office equipment. Occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Ability to lift, carry, push, and pull materials and objects up to 40 pounds or heavier weights with assistance and/or the use of proper equipment.
Incumbents typically work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Incumbents will interact with individuals in interpreting and enforcing rules, policies, and procedures.
Incumbents may be assigned an irregular work schedule, including weekends, early mornings, evenings, and holidays.
