Under administrative direction, plans, organizes, manages, and provides administrative direction and oversight for major Finance functions and activities, including financial reporting, accounts payable and receivable, cash/banking management, procurement, and budget development for the District; assists in coordinating assigned activities with other District departments and outside agencies; provides highly responsible and complex professional staff assistance to the General Manager in areas of expertise; oversees the District’s Information Technology (IT) function and activities; and performs related work as required.
Receives administrative direction from the Assistant General Manager or General Manager. Exercises direct supervision over professional, technical, and administrative support staff.
This management classification oversees, directs, and participates in major Finance activities and programs, including financial reporting, accounts payable and receivable, cash/banking management, procurement, and budget development, and is responsible for providing professional-level staff support to the General Manager in a variety of areas. Additionally, the incumbent oversees and manages the District’s IT function and activities, and assists in short- and long-term planning, development, and administration of departmental policies, procedures, and services. Successful performance of the work requires an extensive professional background as well as skill in coordinating departmental work with that of other District departments and public agencies. Responsibilities include performing and/or directing the department’s day-to-day administrative functions. This classification is distinguished from the Assistant General Manager in that the latter assists with the overall management and administration of all District programs, functions, and activities.

Must possess: mobility to work in a standard office setting and use standard office equipment, including a computer, and to visit various District and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity needed to access, enter, and retrieve data using a computer keyboard, calculator, and to operate standard office equipment. Occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Ability to lift, carry, push, and pull materials and objects up to 40 pounds or heavier weights with assistance and/or the use of proper equipment.
Incumbents typically work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Incumbents will interact with individuals in interpreting and enforcing rules, policies, and procedures.
Incumbents may be assigned an irregular work schedule, including weekends, early mornings, evenings, and holidays.
