Marketing & Communications Specialist

Summary

Under general supervision, provides public information and marketing support; prepares and distributes press releases; maintains website and social media platforms; prepared and distributes print media; participates in public relations and community outreach efforts; and performs related work as required.

Supervision Received And Exercised

Receives general supervision and direction from higher-level staff. Leads and directs lower-level staff and volunteers.

Distinguishing Characteristics

This classification is responsible for providing public information and marketing support to the Marketing and Public Information Officer. May provide lead direction and training to lower-level staff and volunteers. Performance requires ability to work independently with initiative and discretion within established guidelines. Work is reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.

Essential Duties And Responsibilities

  • Assists with public information, marketing support, and public relations.
  • Assists in development of the activity brochure production and process.
  • Prepares and distributes District communications.
  • Assists with website and social media platforms.
  • Participates in community outreach efforts.
  • Assists in developing and implementing policies, procedures, and staff training.
  • Receives and responds to questions and concerns from patrons and news media; identifies issues and resolves problems or refers to supervisor as appropriate.
  • Maintains records and other pertinent information; prepares a variety of operational and business reports, and associated correspondence.
  • Works collaboratively with internal and external customers.
  • Plans and assists in the development, planning, and execution of District special events.
  • Performs other duties as assigned.

Qualifications

Education and Experience:

  • High School Diploma or GED, supplemented by two years or 60 units of college level coursework, in business administration, recreation, journalism, marketing, communication, or a related field required; Bachelor’s degree desirable;
    • AND
  • Four years of relevant experience.
    • OR
  • Any combination of training, education, and experience that would provide the required knowledge, skills, and abilities.

Knowledge of:

  • Principles, practices, methods, and techniques of marketing, communications, and public relations.
  • Principles and practices of graphic design and writing and editing techniques.
  • Principles and practices of website content management and social media platforms.
  • Relevant laws, rules, regulations, policies, and procedures.
  • Occupational hazards and related safety precautions.
  • Principles and practices of administrative procedures and recordkeeping.
  • Principles and practices of grant writing.
  • Principles and techniques for fostering effective work groups, inter-departmental relations, and community partnerships while providing high level of customer service with the public and District staff.
  • Adobe InDesign and Photoshop, Hootesuite, and Constant Contact.
  • Modern office practices, methods, and computer equipment and applications related to the work.

Ability to:

  • Effectively provide leadership and work direction to staff and volunteers.
  • Assist with training.
  • Manage website content and social media platforms.
  • Monitor and enforce relevant laws, regulations, policies, and procedures.
  • Identify and analyze community needs and promote interest in programs and services.

  • Speak effectively in public.
  • Maintain accurate records and reports.
  • Independently organize work, set priorities, meet deadlines, and follow up on assignments.
  • Demonstrate strong customer service skills and establish, maintain, and foster positive and effective working relationships.
  • Use English effectively to communicate in person, over the telephone, and in writing.

Licenses and Certifications:

  • At time of appointment, California Driver’s License with a satisfactory driving record maintained throughout employment.
  • Completion of American Red Cross First Aid, CPR, and AED training within six months of hire and maintain certification throughout employment.

Physical Demands

Must possess: mobility to work in a standard office setting and use standard office equipment, including a computer, and to operate a motor vehicle to visit various recreation and meeting sites; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Standing in and walking between work areas is frequently required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, calculator, and to operate standard office equipment. Incumbents frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 50 pounds or heavier weights with assistance and/or the use of proper equipment.

Environmental Elements

Incumbents work in both indoor and outdoor environments with moderate to loud noise levels. May work in controlled temperature conditions, cold and hot temperatures, or inclement weather conditions. Incumbents will interact with individuals in interpreting and enforcing rules, policies, and procedures.

Working Conditions

Incumbents may be assigned an irregular work schedule, including weekends, early mornings, evenings, and holidays.
