Built in the 1920s, LARPD renovated it and in 1976 Trevarno Road was designated a historical street. LARPD used the building for its headquarters until the opening of the Robert Livermore Community Center in 2005. This site is now used for District Youth Services Program Area Offices.
The building is located on Trevarno Road, meaning "head of the valley" in welsh and came from the estate in Cornwall owned by George Bickford, son of the safety fuse inventor. All of the buildings on Trevarno Road were built and originally owned by the Coast Manufacturing company.
The R.E. Merritt Building was named for Ralph E. Merritt, president of the company from 1946-1964. Ralph E. Merritt was active in the successful campaign to make LARPD a special district governed by the Alameda County Board of Supervisors.
